O R D E R

Upon consideration of the emergency motion for stay, the oppositions thereto,
and the reply, it is

ORDERED

that the emergency motion for stay be denied. Petitioner has not
satisfied the stringent requirements for a stay pending court review. See Winter v.
Natural Res. Def. Council, Inc., 555 U.S. 7, 20 (2008); Washington Metro. Area Transit
Comm’n v. Holiday Tours, Inc., 559 F.2d 841 (D.C. Cir. 1977).
