STATEMENT OF FCC COMMISSIONER AJIT PAI ON THE PROPOSED THIRD
QUARTER 2012 UNIVERSAL SERVICE CONTRIBUTION FACTOR
The good news is that the universal service contribution factor announced today is down
from last quarter. The bad news is that the contribution factor has increased more than 65%
since the first quarter of 2009. Today’s announcement is a stark reminder that the Commission
must take swift action to reform the outdated universal service contribution mechanism once the
comment cycle for the Commission’s Further Notice of Proposed Rulemaking closes on August
6. After all, the contribution factor has a direct and substantial impact on every American’s
monthly phone bill.
