On November 19, 2012, the Commission released a Notice of Proposed Rulemaking
(“NPRM”) in the above-captioned proceeding.1 The NPRM set deadlines for filing comments and reply
comments at 20 and 30 days, respectively, after publication of the NPRM in the Federal Register.2 A
summary of the NPRM was published in the Federal Register on November 28, 2012.3 Accordingly, the
filing dates were established as December 18, 2012 for comments and December 28, 2012 for reply
comments. On December 6, 2012, the Consumer Electronics Association (“CEA”), the National
Association of Broadcasters (“NAB”), and the National Cable & Telecommunications Association
(“NCTA”) filed a joint request to extend the reply comment deadline by ten (10) days.4 CEA, NAB, and
NCTA state that an extension of time is warranted due to the expected volume of comments, discussion,
and data on the complex issues raised in this proceeding, as well as the groundbreaking nature of those
issues.5 We grant the requested extension.

As set forth in Section 1.46 of the Commission’s rules,6 the Commission’s policy is that
extensions of time for filing comments in rulemaking proceedings shall not be routinely granted. Given
the importance of the issues in this proceeding and in the interest of encouraging thoughtful consideration
of these issues, however, we believe that granting the joint request is warranted to provide commenters
with sufficient time to prepare reply comments in response to the NPRM and to facilitate the development
of a more complete record.
