Intelsat License LLC

On July 21, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC to operate its Galaxy 15
space station as an in-orbit spare at the 133.1 W.L. orbital location for a period of 180 days. Accordingly, Intelsat is authorized to operate the
Galaxy 15 space station at the 133.1 W.L. orbital location as a non-transmitting (except for telemetry, tracking and telecommand transmissions)
in-orbit spare for the duration of this authorization. Intelsat is authorized to conduct TT&C operations using frequencies centered on 6420.5 MHz
(Earth-to-space) and 4198.0 MHz and 4199.875 MHz (space-to-Earth) to maintain the Galaxy 15 space station at 133.1 W.L. Intelsat is also
authorized to activate the communications payloads for the Galaxy 15 space station in the 3700-4200 MHz (space-to-Earth) and 5925-6425 MHz
(Earth-to-space) frequency bands in the event of a service outage of an operational space station.

SIRIUS XM RADIO INC.

On July 21, 2011, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc., for a period of 180 days, to
continue to operate Satellite Digital Audio Radio Service (SDARS) terrestrial repeaters that were previously authorized to operate under multiple
separate grants of special temporary authority, as listed in Sirius XM's application. Each repeater will operate with an effective isotropically
radiated power of less than 12000 watts (average) at various locations throughout the United States. These repeaters will operate in the
2320-2345 MHz frequency band allocated exclusively to the use of SDARS.

continue to operate the AMC-4 space station at the 67 W.L. orbital location with a 0.1-degree change in the azimuth of the satellite's North
American beam from the orientation previously authorized.

Hughes Network Systems, LLC
On July 15, 2011, Hughes Network Systems, LLC declined its June 24, 2011 market access grant allowing it to provide service to the U.S.
market using a proposed Ka-band geostationary satellite orbit fixed-satellite service space station, SPACEWAY 5 (Call Sign S2754), that
would operate under the authority of the United Kingdom at the 109.1 W.L. orbital location. Letter from Stephen D. Baruch, Counsel for
Hughes, to Marlene H. Dortch, Secretary, FCC (dated July 15, 2011). The market access grant permitted SPACEWAY 5 to provide service
to U.S. customers in the 28.35-29.1 GHz and 29.25-30.0 GHz frequency bands (Earth-to-space) and the 18.3-19.3 GHz and 19.7-20.2 GHz
frequency bands (space-to-Earth), with U.S. operations in the 28.6-29.1 GHz frequency band (Earth-to-space) on a secondary basis and U.S.
operations in the 18.8-19.3 GHz band (space-to-Earth) on a non-conforming and non-harmful interference basis. These frequencies at the
109.1 W.L. orbital location are now available for reassignment pursuant to the Commission's first-come, first-served licensing process
effective 2:00 p.m. EDT on Tuesday, July 26, 2011. At that time, applicants may file applications for new space stations, market access by
non-U.S. licensed space stations, modifications to licensed space stations, or amendments to pending applications taking this announcement
into account. Applications for the spectrum filed prior to this date and time will be dismissed as premature without prejudice to refiling.
