On October 23, 2012, the Satellite Division granted, with conditions, special temporary authority to EchoStar Satellite Operating Corporation, for
a period of 60 days, to conduct in-orbit testing of the EchoStar 16 Direct Broadcast Satellite space station at the 67.1º W.L. orbital location in the
12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands. EchoStar is also authorized to conduct tracking, telemetry
and command operations using the following center frequencies during in-orbit testing at the 67.1º W.L. orbital location and during the drift of
EchoStar 16 to its authorized location of 61.5º W.L. upon completion of in-orbit testing: 17.307 GHz and 17.7955 GHz (Earth-to-space); and
12.694 GHz, 12.695 GHz, 12.6965 GHz, and 12.6975 GHz (space-to-Earth).

to conduct telemetry, tracking, and command operations necessary to drift the Intelsat 5 space station from the 169.0° E.L. orbital location to the
65.45° E.L. orbital location, using the 14498 MHz and 13999 MHz (Earth-to-space); and 11451 MHz, 11452 MHz, and 11454 MHz
(space-to-Earth) frequencies .

On October 23, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days,
to conduct telemetry, tracking, and command operations necessary to drift the Intelsat 10 space station from the 68.5º E.L. orbital location to the
47.5° E.L. orbital location, using the 12.7475 GHz and 12.7485 GHz (space-to-Earth), and 14.0005 GHz and 14.4995 GHz (Earth-to-space)
frequencies. Intelsat is also authorized, on a temporary basis, to operate Intelsat 10 at the 47.5° E.L. orbital location to provide Fixed-Satellite
Service in the 3400-3700 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.70 GHz (space-to-Earth), 12.25-12.75 GHz
(space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands.

On October 25, 2012, the Satellite Division granted, with conditions, special temporary authority to Intelsat License LLC, for a period of 30 days,
to continue to conduct in-orbit testing of the Intelsat 23 space station at the 51.5° W.L. orbital location in the 3700 - 4200 MHz (space-to-Earth),
5925 - 6425 MHz (Earth-to-space), 11.45 - 11.70 GHz (space-to-Earth), 11.7 - 12.2 GHz (space-to-Earth), and 14.0 - 14.5 GHz (Earth-to-space)
frequency bands. Additionally, Intelsat is granted authority to conduct telemetry, tracking, and command operations necessary to maintain Intelsat
23 at 51.5° W.L. and to drift Intelsat 23 from 51.5° W.L. to its authorized location at 53.0° W.L. using center frequencies of 6173.7 MHz and
6176.3 MHz (Earth-to-space) and 3947.5/3948 MHz or 3952/3952.5 MHz (space-to-Earth).
