Satellite Space Applications Accepted for FilingThe applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.
ORBCOMM License Corp.
Orbcomm License Corp. has filed an amendment to its application to modify its non-voice, non-geostationary mobile satellite service (Little LEO)
system. See IBFS File No. SAT-MOD-20111021-00207. Orbcomm revises its deployment plan for its next-generation satellites, revises its
orbital debris mitigation showing, and provides details of the launch mission profile for its first next-generation satellite. Specifically, Orbcomm
seeks authority to deploy its first next-generation satellite to a circular operational orbit with a target inclination of 51.7 degrees and a target
altitude of 750 kilometers in a separate, single-satellite orbital plane. Orbcomm seeks authority to deploy its remaining 17 next-generation
satellites in four evenly phased orbital planes, with three planes consisting of four satellites each, and the fourth plane consisting of five satellites,
each plane with a target inclination of 52 degrees and a target operational altitude of 750 kilometers.
Orbcomm also requests modification or waiver of its fourth satellite implementation milestone, which requires Orbcomm to complete construction
of and launch its first two next-generation satellites by September 21, 2012. Orbcomm requests a six month extension of that milestone, and
requests that the milestone be modified to require deployment of one satellite instead of two.
New Skies Satellites B.V.
Petition for Declaratory Ruling to be Added to the Permitted List
New Skies Satellites B.V. requests U.S. market access using the SES-6 space station, licensed by the Netherlands, at the 40.5° W.L. orbital
location. SES-6 seeks U.S. market access to provide Fixed-Satellite Service using the following frequencies: 3625-3700 MHz (space-to-Earth),
3700-4200 MHz (space-to-Earth), 4500-4800 MHz (space-to-Earth), 5850-5925 MHz (Earth-to-space), 5925-6425 MHz (Earth-to-space),
6725-7025 MHz (Earth-to-space), 10.95-11.2 GHz (space-to-Earth), 11.2-11.45 GHz (space-to-Earth), 11.45-11.7 GHz (space-to-Earth),
11.7-12.2 GHz (space-to-Earth), 13.75-14.0 GHz (Earth-to-space), and 14.0-14.5 GHz (Earth-to-space). New Skies also requests authorization to
allow SES-6 to provide direct-to-home service: (1) within the United States; (2) between the U.S. and the Netherlands; (3) between the U.S. and
other European Union member states; (4) between the U.S. and Mexico; and (5) between the U.S. and Brazil, the Netherlands Antilles,
Guatemala, Honduras, Nicaragua, Bermuda, British Virgin Islands, and Cayman Islands. New Skies seeks waivers of Sections 25.202(g),
25.210(a)(1) and (3), 25.210(i), 25.211(a), 25.114(d)(3), 25.114(d)(14)(ii), and 25.283(c) in connection with its requests.
