1. The Audio Division has before it: (1) a Notice of Proposed Rule Making (“Notice”) issued in
response to a Petition for Rule Making filed by Georgia-Carolina Radiocasting Company, LLC
(“Petitioner”), licensee of WSGC-FM, Tignall, Georgia;1 (2) the captioned “hybrid” application (the
“Application”) filed by the Petitioner; and (3) supporting comments filed by the Petitioner. For the
reasons discussed below, we grant the Tignall Petition and the Application.

as part of a contingently filed “hybrid” application and rule making petition. The purpose of the
proposed channel substitution is to accommodate the Application, which specifies that Station WSCG-
FM operate on FM Channel 244A rather than on Channel 287A, in order to eliminate interference that
the station currently receives from co-channel WZKQ-LP, Hodges, South Carolina.
3. Petitioner filed comments supporting the allotment change proposed in the Notice. No other
comments were received.

allotment at Tignall, Georgia. We therefore are granting both the Petition and the Application in this
Report and Order. Channel 287A can be allotted at Tignall with a site restriction of 1.5 km (0.92 miles)
south of city reference coordinates. The reference coordinates for Channel 287A at Tignall are: 33-59-57
NL and 100-49-34 WL.

and the Government Accountability Office pursuant to the Congressional Review Act.2
6. Accordingly, IT IS ORDERED, That effective January 14, 2013, the FM Table of Allotments,
47 C.F.R. Section 73.202(b), IS AMENDED as follows:

7. IT IS FURTHER ORDERED, That the application of Georgia-Carolina Radiocasting
Company, LLC, for Station WSGC-FM, Channel 244A, Tignall, Georgia, File No. BPH-20120423AAD,
IS GRANTED.
8. The window period for filing applications for Channel 287A at Tignall, Georgia, will not be
opened at this time. Instead, the issue of opening a filing window for this allotment will be addressed by
the Commission in a subsequent order.
9. IT IS FURTHER ORDERED, That this proceeding IS TERMINATED.

The Notice proposes to amend the FM Table of Allotments, Section 73.202(b)of the Commission’s rules, by substituting Channel 287A for vacant Channel 244A at Tignall, Georgia,
