PROCUREMENT DOCUMENTS FOR THE LOCAL NUMBER
PORTABILITY (LNP) ADMINISTRATION CONTRACT

The Wireline Competition Bureau announces the release of the Request for Proposal (RFP) forlocal number portability (LNP) database platforms and services in the United States, and the associated
Technical Requirements Document (TRD) and Vendor Qualification Surveys. Interested parties may
access the RFP, TRD, and Vendor Qualification Surveys on the North American Portability Management
LLC’s (NAPM LLC) website.1 Parties interested in submitting proposals should follow the directions set
forth in the procurement documents. Vendor selection, contract execution, system development, and
platform testing are scheduled to be completed prior to the expiration of the current LNP administrator
contract on June 30, 2015.
The North American Portability Management LLC’s (NAPM LLC) Future of Number Portability
Administration Center Subcommittee, in consultation with the North American Numbering Council,
developed the RFP, TRD, and Vendor Qualification Surveys for local number portability database
platforms and services in the seven United States Number Portability Administration Center regions. The
Wireline Competition Bureau sought comment on the RFP, TRD, and Vendor Qualification Surveys in a
Public Notice on August 13, 2012.2 The TRD and RFP provide the specifications and terms for the
development of a next-generation Number Portability Administration Center/Service Management
System (NPAC/SMS). The NPAC/SMS is the system that manages the porting and pooling of telephone
numbers (TNs). The NPAC/SMS in each Region serves as a central coordination point for LNP activity
in that Region. The NPAC/SMS is a hardware and software platform that comprises the database in each
Region required to effect the porting/pooling of telephone numbers and proper call routing of telephone
numbers and associated advanced calling features in all Regions.
