Ms. Heitkamp formerly served as the Deputy Chief of the Telecommunications Consumers Division and, prior to that, she was Deputy Chief of the Common Carrier Bureau's Enforcement Division. Since joining the Federal Communications Commission in 1991, Ms. Heitkamp has been involved primarily with enforcement actions involving consumer-oriented telecommunications violations. Ms. Heitkamp is a graduate of the University of Maryland School of Law.
