Paul de Sa has been Chief of OSP since joining the FCC in July 2009. Before that, he was a Partner at McKinsey & Company, where he was a leader in the Telecom/Media, Private Equity and Corporate Finance practices in the United States and Asia. Prior to joining McKinsey, Mr. de Sa received a doctorate in theoretical physics from Oxford University.
He was also a Kennedy Scholar at the Massachusetts Institute of Technology and a post-doctoral Research Fellow in the Science, Technology, and Public Policy program at Harvard University's Belfer Center for Science and International Affairs. He can be contacted by phone at (202) 418-2030.
Elizabeth Andrion is Deputy Chief of OSP. She previously was a Vice President of Legal Affairs for Fox Television Stations. She also served as an advisor to then-Commissioner Kevin Martin, in private practice representing telecom and energy companies before the California Public Utilities Commission, as a Director of Business Development at Accenture, and as the founder of a media company which she launched for a group of venture capitalists.
She has taught at Georgetown University, UCLA, and American University. She received a law degree from UC Berkeley's Boalt Hall School of Law, a master's degree from USC's Annenberg School for Communication, and a bachelor's degree in Economics and Rhetoric from UC Berkeley.
