When the Commission approved several mergers involving Bell Operating Companies, including Bell Atlantic and GTE (now Verizon), USWest and Qwest, and SBC and Ameritech, it did so after the carriers agreed to the imposition of conditions designed to promote competition in the local markets. The Enforcement Bureau's Merger Compliance Oversight Team monitors the carriers' compliance with those agreed-upon conditions. The Team's responsibilities also include serving as a point of contact for state commissions, competitors, and other interested parties that wish to report any instances of possible noncompliance. This informal process should enable the Commission to assist parties in quickly resolving disputes. Finally, the Team also recommends appropriate enforcement action for any noncompliance with the conditions.
