The Commission acts on applications filed by carriers to provide international telecommunications service and to transfer or assign existing authorizations pursuant to section 214 of the Communications Act of 1934.  The international section 214 process ensures that the U.S. market is protected against potential anti-competitive behavior by a carrier with market power in a foreign country.
