The Spectrum and Competition Policy Division (Policy Division) develops and implements sound spectrum, competition and infrastructure policies that promote the rapid deployment of wireless communications services to consumers and encourages competition in the wireless communications marketplace. The Policy Division helps carry out the Wireless Bureau’s mission by overseeing spectrum issues, competition and consumer issues, including wireless roaming and hearing aid compatibility for wireless handsets. The Policy Division also prepares the FCC’s Annual Mobile Wireless Competition Report, and reviews mergers and other transactions involving mobile wireless licensees. In addition, the Policy Division manages issues related to wireless infrastructure, such as tower siting and antenna structure marking and lighting under the Commission's rules. The Policy Division administers wireless issues arising under the National Environmental Policy Act and National Historic Preservation Act as well.
