The Regional & Bilateral Affairs Branch (RBA) is the FCC’s interface with foreign telecommunications regulators. RBA also assists in multilateral negotiations and international telecommunications industry analysis.

Through its regional experts, RBA: 1) leads FCC participation in telecommunication bilateral meetings sponsored by the State Department and in multilateral meetings such as the annual U.S.-E.U. Information Society Dialogue and those of the Inter-American Telecommunication Commission (CITEL) and the Asia Pacific Economic Cooperation (APEC); 
and, 2) assists the Division’s multilateral specialists in various other international telecommunications fora such those sponsored by  the International Telecommunications Union (ITU), and Organization for Economic Co-operation and Development (OECD).

  • Carrie-Lee Early, Chief
  • Patrick Boateng, Telecommunications Specialist and Regional Specialist for the African continent, including Egypt. Responsible for bilateral relations with individual countries and multilateral relations through regional telecom regulatory associations such as the West African Telecommunications Regulators Assembly (WATRA), Communications Regulators' Association of Southern Africa (CRASA), Association of Regulators of Information and Communications for Eastern Africa (ARICEA).
  • Barbara Cutts, Director, FCC-Sponsored USTTI Activities, is responsible for design, orchestration and presentation of all Commission-sponsored training under the auspices of the United States Telecommunications Training Institute (which shares U.S. telecommunications expertise with those who regulate and maintain communications infrastructures throughout the developing world), as well as U.S. Representative for ITU Fellowships, managing the U.S. portion of the International Telecommunication Union Fellowship Program.
  • Suzon Cameron, Senior Attorney and Regional Specialist for the Middle East (excluding Egypt) South West and parts of Central Asia is responsible for bilateral relations with individual countries and multilateral relations within these States.
  • Donna Christenson, Technology Specialist and Regional Specialist for Central Asia and most of the former Soviet Republics, is responsible for bilateral and multilateral relations with for Georgia, Mongolia and the counties belonging to the Commonwealth of Independent States.
  • Anita Dey, Telecommunications Specialist and Regional Specialist for the Asia Pacific (India east through Korea, Australia and the Pacific Islands), is responsible for bilateral relations with individual countries and multilateral relations, most especially through APEC.
  • Richard Nunno, Regional specialist for the European Free Trade Association countries (Switzerland, Norway, Iceland, and Lichtenstein) and for the non-EU European countries of Serbia, Montenegro, FYR Macedonia, Croatia, Bosnia-Herzegovina, Albania, and Kosovo.
  • Tjuana Price, Director for the International Visitors Program is responsible for coordinating briefings for foreign delegations who are interested in interacting in an informal discussion with FCC personnel who provide legal, technical and economic perspectives on a wide range of communications issues.
  • Emily Talaga, Senior Economist and Regional Specialist for North America, is responsible for bilateral and multilateral relations with North America (Mexico, Canada, and parts of the Caribbean). 
  • Alan Thomas, Attorney and Regional Specialist for Latin America (Central and South America and part of the Caribbean), is responsible for bilateral and multilateral(especial through CITEL, the Inter-American Telecommunication Commission) relations.  Engagement with CITEL is currently focused on Mutual Recognition Agreements and the position of the region as a whole in international debates about rules pertaining to interconnection, accounting rates and new technology.
  • Tracey Weisler, Senior Advisor for the European Union, EU member states and the European Regulatory Group (ERG). Regional Specialist for all ICT-related market and regulatory developments arising in the region (as well as) and telecommunications policy issues emanating from European Union (EU) and European Commission (EC) activities in Brussels.
