Mentor-Protégé Program

This program was established to provide incentives for major DOD prime contractors (mentors) to help small disadvantaged businesses (protégés) develop technical and business capabilities. The goal of the program is to assist protégés to compete more successfully for prime and subcontract awards. Presently, over 250 firms are participating, including companies specializing in environmental remediation, engineering services and information technology, manufacturing, telecommunications, and health care.
Technical Assistance Program

The Technical Assistance Program provides technical assistance to Tribal Colleges and Universities by presenting opportunities to participate in Department of Defense contracts, grants and programs. The technical assistance includes information about the Department's organization, the missions and responsibilities of the various organizational elements, and important features of the programming and budget processes. Information is also provided on the acquisition process, bid and proposal preparation, current initiatives such as outsourcing, privatization, contract consolidation, subcontracting opportunities, electronic commerce and a wide variety of programs executed at various levels across DOD.
The Indian Incentive Program for Prime Contractors and Small Businesses

The Indian Incentive Program requires contractors to use their best efforts to give Indian organizations and Indian-owned economic enterprises the maximum practicable opportunity to participate in subcontracts. The program provides contracting officers, subject to the terms and conditions of the contract, an incentive payment of 5 percent of the amount paid to subcontractors that are Indian organizations or Indian-owned economic enterprises.
