Bureau/Office: Consumer & Governmental Affairs Bureau – Disability Rights Office (DRO)

DRO addresses disability-related telecommunications matters, including telecommunications relay service (TRS) (Section 225), access to telecommunications equipment and services by persons with disabilities (Section 255), access to emergency information, and closed captioning. DRO also provides expert advice and assistance, as required, to other Bureaus and Offices, consumers, industry, and others on issues relevant to persons with disabilities. DRO initiates rulemakings, where appropriate, for the development of disability policy; reviews relevant agenda items and other documents and coordinates with Bureaus and Offices to develop recommendations and propose policies to ensure that communications are accessible to persons with disabilities, in conformance with existing disability laws and policies, and that they support the Commission's goal of increasing accessibility of communications services and technologies for persons with disabilities.

General Duties: Interns will have the opportunity to engage in legal research and writing in conjunction with Federal Register summaries, Public Notices, and rulemakings.

Bureau/Office: Consumer & Governmental Affairs Bureau – Office of Intergovernmental Affairs (IGA)

IGA serves as the liaison to state, local, and tribal governments, and other federal regulatory agencies. Its goal is to foster a better understanding of FCC programs, policies, rules, and decisions; facilitate a two-way exchange of information and communications on telecommunications issues; and promote consultation, cooperation, and coordination in areas of overlapping jurisdiction. In addition to ongoing intergovernmental affairs outreach, IGA is responsible for overseeing the work and activities of the Commission’s Intergovernmental Advisory committee, designing and implementing the Commission’s Indian Telecommunications Initiatives (ITI), and providing staff support to the Federal/State Joint Conference on Advanced Telecommunications Services.
Internship Period(s): Fall, Spring & Summer Semesters
General Duties: Interns will have the opportunity to participate in the Bureau’s intergovernmental affairs outreach program. The range of activities runs from graphic design to the researching and drafting of materials that are used in the outreach program to providing clerical support.

Bureau/Office: Consumer & Governmental Affairs Bureau – Consumer Affairs & Outreach Division (CAOD)

CAOD develops and implements consumer outreach and education policies, goals and objectives, and ensures that the Commission has the benefit of a wide spectrum of information and viewpoints in its decision-making processes. CAOD plans, develops and conducts consumer outreach and education initiatives to educate the public about important Commission regulatory programs. In coordination with other FCC Bureaus and Offices, CAOD establishes liaison(s) for information sharing purposes to assure there is coordination on all consumer outreach projects; ensures that alternative formats of Commission materials are available to Commission employees, Bureaus, Offices and members of the public; coordinates all sign language Interpreting requests for the Commission; is responsible for all Bureau Web pages, and in coordination with the Bureau’s Office of Information Resource Management, develops and maintains special databases for disseminating information and material to groups affected by Commission actions.
Internship Period(s): Fall, Spring & Summer Semesters
General Duties: Intern duties include, but are not limited to, conducting research, developing consumer education and outreach plans, drafting materials used in outreach programs, writing reports, providing staff support at public meetings and events, and updating and improving Web pages. This unpaid internship is an excellent opportunity for students who want to use and improve their writing, interpersonal and analytical skills.
Selection Criteria: Undergraduate and graduate students. Candidates must have strong writing and communication skills and the ability to think creatively. Marketing or public relations skills are useful.

Bureau/Office: Consumer & Governmental Affairs Bureau – Consumer Policy Division (CPD)

CPD is responsible for the development of consumer policy concerning Commission-regulated entities, including common carrier, broadcast, wireless, satellite and cable companies. Through rulemakings and orders for which it has primary responsibility, and by commenting on rulemakings and orders originated by other Bureaus and Offices, the Division ensures that consumer interests are considered in all Commission policy-making activities. The Division's activities include: issuing orders on the Telephone Consumer Protection Act (TCPA), which restricts telemarketing and fax advertising, the CAN-SPAM Act’s regulation of email sent to wireless devices, and truth-in-billing issues. In addition, CPD has responsibility for resolving complaints and conducting rulemakings about unauthorized changes in telecommunications providers (slamming).
Internship Period(s): Fall, Spring & Summer Semesters
General Duties: Interns will have the opportunity to engage in legal research and writing in conjunction with several major rulemakings. They will also gain experience reviewing and analyzing trends in consumer inquiries and complaints and comments filed by consumers as part of the rulemaking process. Interns will assist with the preparation of consumer guidance on Commission rules and initiatives.

Bureau/Office: Consumer & Governmental Affairs Bureau – Consumer Inquiries and Complaints Division (CICD)

CICD is responsible for the analysis and processing of consumer informal complaints and inquiries concerning Commission-regulated entities, including common carrier, broadcast, wireless, satellite and cable companies. Through the informal complaint process resolves consumer complaints, and by providing information to consumers on various telecommunications issues, the Division seeks to educate the public on telecommunications matters affecting consumers. The Division's activities include processing and responding to consumer inquiries and complaints concerning: wireline and wireless billing disputes; the Telephone Consumer Protection Act (TCPA), which restricts telemarketing and fax advertising; the CAN-SPAM Act’s regulation of email sent to wireless devices; truth-in-billing issues; Voice-Over Internet Protocol (VoIP) billing disputes; requests to change a consumer’s telephone number from one carrier to another carrier (number portability); and other telecommunications issues.
Internship Period(s): Fall, Spring & Summer Semesters
General Duties: Interns will assist with the preparation of standard operating procedures, internal reports, and information dissemination for Division staff. Interns will work with a variety of computer programs including Excel, PowerPoint, and Word. Interns will have the opportunity to attend meetings where new policy and procedures are discussed and engage in technical business writing to capture and map out current and new operating procedures for processing informal complaints and inquiries by the Division. Interns will also gain experience reviewing and analyzing internal Division consumer inquiries and complaints reports and processes. Interns will also be trained in the FCC’s Consumer Information Management System (CIMS). CIMS is used to track and process inquiries and complaints received by the Commission.
