Pursuant to Section 212 of the Small Business Regulatory Enforcement Fairness Act of 1996, the Commission is implementing a program to publish small entity compliance guides. The compliance guides will explain to small entities, in plain language, what the FCC requires of them with respect to complying with new rules.
