1990 Minor Civil Division (MCD) - MCDs are legally defined subcounty areas such as towns and townships. For some States, some incorporated places are not part of any MCD, and are treated as MCD-equivalent entities. In Maine, American Indian reservations exist outside the jurisdiction of any MCD, and are treated as MCD-equivalent entities. Portions of Maine that are not part of any MCD, incorporated place, or AIR, are designated by the Census Bureau as Unorganized Territories and are treated as MCD- equivalent entities. The 7-digit MCD geocode consists of a 2-digit FIPS State code and a 5-digit FIPS place code
