Orbit Act Eleventh Report

This report is submitted in accordance with the requirements of the Open-Market Reorganization for the Betterment of International Telecommunications Act (the “ORBIT Act”) which has an objective of ensuring that INTELSAT and Inmarsat are privatized in a procompetitive manner.
