(Formerly the Accounting Policy Division)
Welcome to the home page for the Telecommunications Access Policy Division of the Federal Communications Commission’s Wireline Competition Bureau [1]. Our primary mission is to advance the goals of universal service — that all Americans have access to robust, affordable broadband and voice services. Consistent with our mission, the Division is responsible for developing policies for administration and oversight of the federal Universal Service Fund [2], which is comprised of programs designed to ensure access to affordable communications for schools, libraries, health care providers, and rural and low-income consumers. We also develop policies for administration and oversight of the contribution system, which is the system by which the Commission’s federal universal service programs are funded. In coordination with the Wireline Competition Bureau’s Pricing Policy Division, we also issue and recommend interpretations of the FCC’s Jurisdictional Separations [3] procedures. See our list of Open Pleading Cycles [4] with comment due dates.
