On November 9, 2012, FiberCon Holdings, LLC (FiberCon), US Metropolitan Telecom, LLC
(US Metro), and Summit Vista Inc. (Summit Vista) (collectively, Applicants) filed an application,
pursuant to section 63.03 of the Commission’s rules,1 to transfer control of US Metro from FiberCon to
US Metro, a Florida limited liability company, provides resold local and interstate
telecommunications services and facilities-based local services to commercial subscribers in Florida.
US Metro is wholly owned by FiberCon, a Florida limited liability company.
Summit Vista, a Florida corporation, is a wholly owned subsidiary of Cable Bahamas Ltd. (CBL),
a publicly traded corporation under the laws of the Commonwealth of The Bahamas (The Bahamas). By
itself and through its subsidiaries, CBL provides in The Bahamas broadband cable television, Internet and
telecommunications services. The largest single shareholder of CBL, holding 22.32 percent of its equity,
is the National Insurance Board of The Bahamas. No other individuals or entities hold a 10 percent or
greater direct or indirect equity or voting interest in the company. Trinity Communications Ltd., a
Delaware corporation, is a wholly owned subsidiary of Caribbean Crossings Ltd., itself a wholly owned
subsidiary of CBL. Caribbean Crossings Ltd. owns and operates The Bahamas Internet Cable System
(BICS) extending between the United States and The Bahamas.
Pursuant to the Agreement and Plan of Merger, by and among CBL, Summit Vista, FiberCon,
and US Metro, FiberCon agrees to transfer all of its interest in US Metro to Summit Vista. After
consummation of the proposed transaction, US Metro shall continue to operate as a wholly owned
subsidiary of Summit Vista. Applicants assert that the proposed transaction is entitled to presumptive
streamlined treatment under section 63.03(b)(2)(i) of the Commission’s rules and that a grant of the
application will serve the public interest, convenience, and necessity.2

The transfer of control identified herein has been found, upon initial review, to be acceptable for
filing as a streamlined application. The Commission reserves the right to return any transfer application
if, upon further examination, it is determined to be defective and not in conformance with the
Commission’s rules and policies. Pursuant to section 63.03(a) of the Commission’s rules, 47 CFR §
63.03(a), interested parties may file comments on or before November 28, 2012,
and reply comments on
or before December 5, 2012.
Unless otherwise notified by the Commission, the Applicants may transfer
control on the 31st day after the date of this notice.3 Comments should be filed using the Commission’s
