Citizens Utilities Rural Company, Inc. is an operating company with one study

During this period, Citizens purchased study areas and exchanges from a number
of ILECs, which required it to reorganize its corporate structure. Citizens
Utilities Rural Company, Inc., formerly an operating company/study area, was
disaggregated into a separate operating company and study area. The study area
continued with the original COSA (CURA) and the operating company was given a
new COSA (CTRC).
