On 6/30/2001 Citizens Communications purchased Global Crossing's incumbent local exchange companies (Frontier companies). However, Citizens Communications is currently keeping the original Citizens companies and the Frontier companies under separate holding companies: Citizens Communications Companies (CTTC) and Frontier Companies (RTTC). Represented below is the new corporate structure of Citizens Communications.

Citizens Communications (CTTC)

All but Citizens Telecommunications Company of New York (CTNY) are below the revenue threshold requirement for filing ARMIS reports. However, Citizens Utility Company became an elective price cap company in 1997 and has since filed the ARMIS Service Quality Report (43-05) at the study area level for its operating companies.

Frontier Companies (RTTC)

All but Rochester Telephone Corporation (RTNY) are below the revenue threshold requirement for filing ARMIS reports. However, because Frontier Corporation is an elective price cap company, it must file the ARMIS Service Quality (43-05) Report at the study area level for its operating companies. Commonwealth Telephone Company (CWTC)

On March 8, 2007 Citizens Communications Company completed the acquisition of Commonwealth Telephone Enterprises, Inc. that includes Commonwealth Telephone.
