1990 - 1997
Rhinelander Telephone Company, part of Rhinelander Telecommunications, Inc.,
was an operating company independent of Citizens Utility Company. Its revenues
were below threshold, and it was not required to file ARMIS reports.
1998
In November 1998, Citizens acquired in its entirety Rhinelander Telecommunications,
Inc., including Rhinelander Telephone Company with one study area jurisdiction:
Wisconsin.

1999
Rhinelander Telephone Company had no changes during this period. The company's
initial ARMIS filing (the ARMIS Service Quality 43-05 Report), made on April
3, 2000, was for this reporting year's data.
2000
During this period, Citizens purchased study areas and exchanges from a number
of ILECs, which required it to reorganize its corporate structure. Rhinelander
Telephone Company, formerly an operating company/study area, was disaggregated
into a separate operating company and study area. The study area continued
with the original COSA (CTRN) and the operating company was given a new COSA
(CTWI). In addition, Citizen's Crandon Telephone Company (CTCR), Headwater
Telephone Company (CTHW), and Rib Lake Telephone Company (CTRL) have been
merged into Rhinelander Telephone Company.
