Telephone Conference December 18, 1996
Summary Minutes
The telephone conference of the LNPA Working Group was held as scheduled to review
the status of any outstanding issues which were candidates for escalation to the Working
Group and eventually to the NANC. The results of the Technical and Operational
Requirements Task Force meeting of December 16, 1996 in Chicago included such an
open issue and it was discussed. The issue was characterized as the degree to which
either Service Provider (new or old) may influence the transfer of a subscriber in the
processing flows. The T & O Task Force co-chairs (Marilyn Murdoch of SWB and
Bonnie Baca of AT&T) presented the results and recommendations of the Task Force. At
the T ask Force meeting there was a strong objection from MCI, however, the Task Force
recommended the continuation of the study to find an acceptable resolution of the issue
with specific time frames for its efforts. MCI found the "status quo" specifications and
the interim compromise tentatively agreed to by the Illinois Steering Committee to be
unacceptable and recommended escalation.
In today's LNPA WG discussion, it was agreed that the Task Force would proceed with
its efforts to resolve the issue. Such efforts would include a telephone conference on
December 30, 1996 in which participants may present their views and any modifications
to the already available plans. The Task Force would also have conferences on January 6
(all day) and on the morning of January 7, 1996. It was also agreed that the Task Force
would present the Working Group on January 7, 1997 with written documentation of its
conclusions and relevant arguments on all alternatives (if the issue remains unresolved).
The next Working Group meeting will be held in Washington, DC at the Crystal Gateway
Marriot in Arlington, Virginia between 12:30 and 6:00 p.m. If anyone wishes more
information on this issue, Marilyn Murdoch and Bonnie Baca have agreed to assist.
Interested parties may also attend the T & O Task Force meetings at the same location
beginning January 6, 1997.
