Method: First, for years 1996 and earlier, multiply values in Rows
320 and 330 by 1,000. Then, for individual COSA results, the average number of
state complaints for business per 1,000,000 business access lines equals Row
320 ¸ (Row 322 ´ 1,000,000), and the average number
of state complaints for residence per 1,000,000 residence access lines equals Row 330 ¸
(Row 332 ´ 1,000,000). Finally, for aggregate
results, first sum all rows before performing the calculations described above.
All results are rounded to the nearest whole number.
