                           CABLE SERVICES ACTION           November 1, 1996


     On October 29, 1996, Bell Atlantic - New Jersey, Inc. ("BS-NJ") filed with the
Commission a Notice of Intent ("NOI"), pursuant to section 651 of the Telecommunications Act
of 1996 and 47 C.F.R.  1503(b), to establish an open video system in Dover, New Jersey.  A
