Many of these documents do not contain sufficient information on their face to allow the Bureau to readily determine the nature of the document and to direct it to the appropriate staff person. Rather, the document must be read in order to ascertain its purpose. This causes an unnecessary delay, and sometimes confusion, in the delivery of the documents. In order to address this problem, the Bureau is implementing an optional document identification method. For those choosing to identify their documents, the Bureau asks that an appropriate designation be placed on the top page, in plain view and in a format which makes it readily distinguishable from the rest of the page. (For example, the designation could be in a different font or could be surrounded by a border). The designation should be a concise description of the primary topic of the document, e.g., leased access, open video systems, pole attachments or small systems. It would also be helpful if documents indicated whether they related to rulemakings. The Bureau anticipates that the use of this voluntary identification procedure will enable documents to be routed in a more timely manner and will allow the Bureau to respond more quickly to the concerns of the public.
