         John Muleta Named Acting Deputy Chief, Common Carrier Bureau

               John Muleta has been named Acting Deputy Chief of the Common Carrier Bureau,
effective September 2, 1997.

               Since 1995, Muleta has served as Chief of the Common Carrier Bureau's Enforcement
Division.  The Division has primary responsibility for ensuring common carriers comply with
the Communications Act and the Commission's rules and regulations.  The Enforcement
Division handles both informal and formal complaints filed against common carriers and is the
main point of contact for consumers on a wide variety of telephone-related issues.  In addition
to its work in the compliance area, the Division is also responsible for a number of major
rulemakings that directly affect consumers including Slamming, Payphone Compensation, OSP
Reform, Pay-per-Call, and consumer billing issues.

               Muleta previously held a position in the FCC's Office of Plans and Policy, where he
worked on a variety of issues including price cap reform, PCS auctions, and the transition to
digital television.   Prior to joining the Commission, Muleta worked at Coopers & Lybrand as
a member of its Telecommunications & Media Practice Group and at the GTE Corporation
where he was a manager at several Florida-based units.

               Muleta has an MBA/JD from the University of Virginia where he was awarded the
1990 Shermet Award for Academic Excellence from the faculty of the Darden Graduate School
of Business Administration.  Muleta obtained his undergraduate degree from the School of
Engineering and Applied Sciences at the University of Virginia.
