On December 24, 1996, the Commission released a Report and Order in the above captioned proceeding (FCC 96-490). The Report and Order established accounting safeguards that are necessary to satisfy the requirements of Sections 260 and 271 through 276 of the Communications Act of 1934, as amended by the Telecommunications Act of 1996 ("1996 Act"). This errata amends the Report and Order in two respects. 2. First, pursuant to section 220(g) of the Communications Act, the Commission must allow six months notice before alterations in the required manner or form of keeping accounts are to take effect. Paragraph 286 of the Report and Order orders that "the requirements and regulations established in this decision shall become effective upon approval by OMB of the new information collection requirements adopted herein, but no sooner than thirty days after publication in the Federal Register." The six-month provision of section 220(g) of the Act was inadvertently omitted. Accordingly, we amend paragraph 286 of the Report and Order to read as follows: "IT IS FURTHER ORDERED that the requirements and regulations established in this decision with regard to Part 32 of our Rules, 47 C.F.R. Part 32, shall become effective upon approval by OMB of the new information collection requirements adopted herein, but no sooner than six months after publication in the Federal Register. We will allow carriers to implement these rules at an earlier date and encourage them to do so. The remaining new and/or modified information collections established in this Order shall become effective upon approval by OMB of the new information collection requirements adopted herein, but no sooner than thirty days after publication in the Federal Register." We note that the Report and Order was published in the Federal Register on January 21, 1997. 3. Second, paragraph 201 of the Report and Order states that "we will require that the independent auditor's section of the audit report include a discussion of: . . . (3) a description of any limitations imposed on the auditor in the course of its review by the affiliate or joint venture or other circumstances that might affect the auditor's opinion."
