                             ORDER

By the Acting Chief, Network Services Division:


     1.   On March 27, 1997, Saipan Cable Telecommunications, Inc. filed a request forvoluntary dismissal of its request for declaratory ruling as to the applicability of Section 63.07(a)
of the Commission's rules, 47 C.F.R.  63.07(a), to its proposed cable construction from Saipan,
Commonwealth of the Northern Mariana Islands to Guam.

     2.   Accordingly, IT IS ORDERED, pursuant to Sections 4(i) and 5(c) of the
Communications Act of 1934, as amended, 47 U.S.C.  154(i) and 155(c), and Sections 0.91 and
0.291 of the Commission's rules, 47 C.F.R.  0.91 and 0.291, that Saipan Cable
Telecommunications, Inc.'s request for voluntary dismissal IS GRANTED, without prejudice.
