On April 5, 2000, SBC Communications Inc. and its subsidiaries, Southwestern Bell Telephone Company and Southwestern Bell Communications Services, Inc., d/b/a Southwestern Bell Long Distance (collectively, SBC) filed an application for authorization to provide in-region, interLATA service in the State of Texas, pursuant to section 271 of the Communications Act of 1934, as amended, 47 U.S.C.  271. SBC had previously filed with the Commission an application for section 271 authority in the State of Texas on January 10, 2000 (January 10 Application). In its April 5 filing, SBC requests that the Commission "restart the clock" on SBC's January 10 Application; in the alternative, SBC requests that the Commission treat its filing as a withdrawal of its January 10 Application and a resubmission of the entire record of Docket 00-4, including the April 5 filing, as a new application. 2. We grant SBC's alternative request to withdraw its January 10 Application and to initiate a new application pursuant to section 271 based on the existing record in CC Docket 00-4 and the new information provided by SBC in its April 5 filing. The existing record of CC Docket 00-4 is hereby incorporated into the new docket for SBC's new section 271 application, for which the Common Carrier Bureau will be issuing a public notice. 3. Accordingly IT IS ORDERED, pursuant to 47 U.S.C.  154 (i)-(j), that SBC's request to withdraw its application in CC Docket No. 00-4, and to initiate a new application pursuant to 47 U.S.C.  271, IS GRANTED.
