 FEDERAL-STATE JOINT BOARD ON SEPARATIONS TO HOLD OPEN MEETING AT
               10:00 A.M. ON FRIDAY, AUGUST 8, 1997

                        CC Docket No. 80-286

     The Federal-State Joint Board on Separations will hold an open meeting on Friday 
August 8, 1997, beginning at 10:00 a.m., in Room 856 at 1919 M Street, N.W., Washington, DC.  The
Separations Joint Board will hear from two panels of experts who will discuss approaches for
separations reform in light of the current telecommunications environment.  The panel topics will be:

Panel 1:  Debate - Is Jurisdictional Separations Still Legally Required, in Light of the Numerous
Regulatory and Technological Changes Since Smith v. Illinois Bell?

Panel 2:  Implications for Jurisdictional Separations of Changes in Access Charges and Universal
Service Support Mechanisms.

     Action by the Commission on August 4, 1997, Chairman Hundt and Commissioner's Quello,
Ness, and Chong.
