(ELI) filed a petition seeking both a waiver of the 60-day advance filing requirement imposed by 47 C.F.R.  52.23(e) and a delay of the Local Number Portability ("LNP") Phase II implementation deadline of May 15, 1998. ELI states that its implementation delay is due to the failure of Perot Systems Corporation (Perot), the Number Portability Administration Center (NPAC) vendor originally contracted by the Southeast, Western and West Coast LLC Regions to provide a stable platform to support local number portability. ELI further advises that it cannot begin to provide long-term LNP until an NPAC Service Management System becomes available. ELI proposes an LNP Phase II implementation date of August 1, 1998. On March 16, 1998, the Sprint Local Telephone Companies (Sprint), requested a waiver of the LNP Phase II implementation deadline for four offices in the Dallas MSA. Three of Sprint's offices in Dallas are affected by Southwestern Bell's inability to perform Line Information Database validation functions which, according to Sprint, will expose Sprint to fraudulent third-party and collect calls. Permanent LNP will function in these switches immediately after Southwestern Bell's technical problems are cured. Sprint has scheduled a June 16, 1998, central office change out for a fourth central office in Dallas. Once the cut over to the new switch occurs, Sprint will be able to implement LNP in that office by July 16, 1998. We seek comments on the petitions described above. Comments are due by April 20, 1998, and reply comments by April 27, 1998. Parties filing comments are encouraged to include in the comments' headings that the comments refer to CC Docket Number 95-116 and should indicate the NSD File Number of the specific petition that their comments address. Arguments specific to any one entity or entities should be clearly identified in all pleadings filed.
