(OGC  X 0Telecomm) filed a petition seeking a waiver and extension of the Phase III implementation deadline, from September 21, 1998 to November 21, 1998, (%[  and a waiver of the 60day advance notification requirement contained in 47 C.F.R.  52.23(e), for the Portland, Oregon Metropolitan Statistical Area (MSA). OGC Telecom states that its implementation delay for the Phase III deployment schedule is due to vendor delays in providing and installing special software to support the upgrade of the company's 5ESS central office switch to support number portability. The company states that a waiver of the 60day advance notification requirement is reasonable because it needed to obtain approval from its Board of Directors to expend the money necessary to deploy number portability. We seek comments on OGC Telecomm's petitions for waiver and extension of the Phase III implementation deadline until November 21, 1998, and waiver of the 60day advance notification requirement contained in 47 C.F.R.  52.23(e).
