(Global NAPs) filed a petition pursuant to section 252(e)(5) of the Communications Act. In its petition, Global NAPs requests that the Commission preempt the jurisdiction of the Virginia State Corporation Commission with respect to an arbitration proceeding involving Global NAPs and Bell Atlantic. Interested parties may file comments regarding the Global NAPs petition no later than June 8, 1999, with the Secretary, FCC, Room TW-A325, 445 12th Street, S.W., Washington, D.C. 20554. Oppositions or responses to these comments may be filed with the Secretary, FCC no later than June 17, 1999. All pleadings are to reference CC Docket No. 99-198.
