On December 23, 1998, Interval Research Corporation ("Interval"), submitted to the Commission a motion for extension of time to extend the reply comment deadline in the above captioned proceeding from January 4, 1999 to February 3, 1999. On December 29, 1998, Zircon Corporation ("Zircon") filed a motion for extension of time to extend the reply comment deadline to January 18, 1999. Interval states that it needs the additional time to complete its review and response to the comments because most of the comments contained a substantial amount of highly detailed technical information and many of the individuals needed for the review have been unavailable for consultation prior to the filing deadline because of the holidays. In addition, Interval indicates that it is important for the Commission to establish a complete and comprehensive record before proceeding on to a Notice of Proposed Rule Making and that a thirty day extension will assist the Commission in gaining a more meaningful record without unduly delaying further action by the Commission. Zircon indicates that it needs the additional time to prepare a meaningful response to the unexpectedly large number of comments filed which contain technical appendices and policy arguments that are unique to the novel technology under consideration in this proceeding. In addition, Zircon indicates that no party will be prejudiced by this extension of time for reply comments and that the public interest will be served by a more careful examination of the issues raised in this proceeding. 2. The Commission does not routinely grant extensions of time in rule making proceedings. However, we believe that providing more time will enable interested parties to submit additional information that will be beneficial to the record in this proceeding. Accordingly, we agree to extend the reply comment deadline. IT IS ORDERED that the time for filing reply comments in the above captioned proceeding IS EXTENDED thirty days to February 3, 1999. 3. This action is taken pursuant to the authority found in Section 4(i) and 303 of the Communications Act of 1934, as amended, 47 U.S.C.  154(i) and 303; and pursuant to Sections 0.31, 0.241 and 1.46 of the Commission's Rules, 47 CFR  0.31, 0.241 and 1.46.
