WASHINGTON, D.C. 20554 DA 97-288 News media information 202/418-0500 Fax-On-Demand 202/418-2830 Internet: http://www.fcc.gov ftp.fcc.gov Released: February 10, 1997 Commission Receives Industry Spectrum Etiquette Proposal for Unlicensed Operations Above 40 GHz On December 15, 1995 the Commission adopted a First Report and Order and Second Notice of Proposed Rulemaking ("Report"), in ET Docket No. 94-124, concerning the amendment of Parts 2, 15 and 97 of the Commission's Rules to permit use of radio frequencies above 40 GHz for new radio applications. As discussed in the Report, commenting parties recommended that the Commission adopt a spectrum etiquette for unlicensed operations in the 59-64 GHz band and that an industry group be formed to develop the etiquette. The Commission agreed to delay the implementation of the rules permitting unlicensed use of the 59-64 GHz band in order to give industry one year to develop an etiquette. The Commission further stated that it would consider the adoption of any submission through a further notice and comment proceeding. The Millimeter Wave Communications Working Group, comprising Apple Computer; Eaton Division of Cutler-Hammer; Hewlett-Packard Laboratories; Hughes Research Laboratories; Metricom; Motorola; Rockwell International; and Sun Microsystems, submitted a report to the Commission on December 13, 1996, recommending a proposed etiquette. The etiquette proposes limiting peak emissions, transmitter power and power spectral density and recommends the adoption of a format for transmitter identification and the designation of a coordination channel. As indicated in the Report, the Commission intends to issue a Further Notice of Proposed Rulemaking to solicit comment and evaluate the industry etiquette proposal.
