Fax-On-Demand 202-418-2830 Internet: http://www.fcc.gov ftp.fcc-gov Released: November 9, 1998 THE EXPERIMENTAL LICENSING BRANCH OF THE OFFICE OF ENGINEERING AND TECHNOLOGY ANNOUNCES THE AVAILABILITY OF ELECTRONIC FILING FOR EXPERIMENTAL LICENSE FORMS AND REQUESTS FOR SPECIAL TEMPORARY AUTHORIZATION (STA) The Office of Engineering and Technology (OET) will begin accepting electronically filed Applications for the Experimental Radio Service. Electronic versions of Forms 442, 405, 702, 703 and requests for STA will be available on the Internet beginning Monday, November 16, 1998 at 8:00 AM EST. An application can be filed electronically over the Internet by accessing the FCC Web site at www.fcc.gov, selecting Electronic Filing from the menu (above the Headlines banner), then selecting the OET Experimental Licensing Branch Electronic Filing Site from FCC electronic filing sites page. We strongly recommend that prospective applicants download the user's manual that is available at the site, and use it as a reference guide to gain familiarity with the process. We will continue to accept paper filed applications and STA requests for the Experimental Radio Service. However, we encourage applicants to file electronically, as the Experimental Licensing System is designed to facilitate the processing of electronic applications more quickly than paper applications. The experimental licensing on-line search capabilities are available for those using browsers older than Netscape version 4.03, by selecting OET Experimental Licensing Branch Reports from the FCC electronic filing sites page. The electronic filing of an Experimental Radio Service application and all attachments requires several new procedures, as follows: a. Payment for both Experimental Radio Service applications and requests for confidentiality will automatically compute and print on the on-line Form 159 that is available through the electronic submission. Form 159 should be printed and mailed to the Mellon Bank along with the appropriate fee payment. Instructions for mailing are included in the on-line application. b. The Experimental Licensing Branch will identify a Correspondence Reference Number when a request for additional information is sent to an applicant. Please be sure to use the Submit Correspondence module (at the OET Experimental Licensing Branch Electronic Filing Site) and the Correspondence Reference Number when responding to these requests. Do not use the reply button on your browser. If the request for additional information requires the applicant to submit additional attachments, please use the Add Attachments module (at the OET Experimental Licensing Branch Electronic Filing Site), and in addition notify the requesting engineer or examiner of your action using the Submit Correspondence module and the associated Correspondence Reference Number described above. c. Please submit all required parts of the Applications, including all required exhibits, attachments, the Form 159 and the fee payment as expeditiously as possible. An Application that is incomplete at the time of review may be subject to dismissal. e. The Site provides the user with numerous search options on both pending and granted applications. We encourage the use of these search options to answer status and research questions.
