("Tempo") and DirecTV Enterprises, Inc. ("DirecTV") for consent to assign Tempo's direct broadcast satellite ("DBS") authorization at the 119§ W.L. orbital location to DirecTV. Despite increases in the number of subscribers to DBS systems, cable TV systems remain the dominant supplier in the multichannel video programming distribution ("MVPD") market, and this transaction will allow DirecTV to become a stronger competitor. As a result, consumers should benefit from the increased competition that will lead to increased program offerings and options and/or lower prices in the marketplace for multichannel video programming. Specifically, the Bureau granted the assignment of eleven DBS channels at the 119§ W.L. orbital location from Tempo to DirecTV, conditioned on DirecTV implementing service from the 119§ W.L orbital location by November 28, 1999. The Bureau found that the acquisition by DirecTV of this DBS authorization would enable DirecTV to become a stronger competitor and would serve the public interest by enhancing competitive alternatives to cable in the MVPD market. With its recent merger with United States Satellite Broadcasting Co, Inc., DirecTV is already authorized to provide DBS service from satellites located at 101§ W.L. and 110§ W.L. As a result of the Tempo transaction, DirecTV will now be able to operate DBS satellites from three orbital locations that are capable of transmitting DBS signals to all portions of the United States.
