File No. 57-SAT-MP/ML-97 Loral SpaceCom Corp. has filed a request for extension of the milestone dates for its TELSTAR 5 satellite, authorized to be constructed and launched into the 93ø W.L. orbital location. In addition, Loral is redesignating this satellite, TELSTAR 6. The new milestone schedule for the redesignated TELSTAR 6 would be: Construction completed no later than September 1, 1998 and launched no later than November 1, 1998. COMSAT Corporation File No. 60-SAT-ISP-97 Comsat Corporation has filed a Petition for Forbearance from Dominant Carrier Regulation and for Reclassification as a Non-Dominant Carrier. Comsat is seeking forbearance from "dominant carrier" tariff, earnings and structure regulation for all services provided via INTELSAT facilities, and seeks a ruling that its prior classification as a dominant carrier should be revised to reflect is current non-dominant status in the international telecommunications market. For administrative purposes, Comsat's Petition has been assigned File No. 60-SAT-ISP-97, which should be referenced on all related filings. Hughes Communications Galaxy, Inc. File No. 61-SAT-ML-97 Hughes Communications Galaxy, Inc. has filed an application for orbital reassignment of its SBS-4 satellite. SBS-4 is operating at 77ø W.L. and, in the 1996 Orbital Assignment Order, the 77ø W.L. orbital location was assigned to a new Loral Space and Communications, Ltd. satellite. Hughes is requesting authority to relocate the SBS-4 satellite to 81ø W.L. in order to minimize service disruptions to SBS-4 customers when the Loral satellite is ready for launch. Loral SpaceCom Corp. File No. 58-SAT-LA-97 Loral SpaceCom Corp. has filed an application for authority to launch and operate its ground spare, TELSTAR 7, as an emergency replacement for TELSTAR 401, which suffered a catastrophic in-orbit failure in January 1997. In addition, Loral will redesignate the TELSTAR 7 as TELSTAR 5 and is seeking to operate the satellite at 97ø W.L. Loral plans to launch the redesignated TELSTAR 5 satellite on May 24, 1997 and with operations beginning on or before July 1, 1997.
