ROGER HOLBERG NAMED LEGAL ADVISOR TO THE CHIEF, POLICY AND RULES DIVISION, MASS MEDIA BUREAU The Mass Media Bureau today announced the appointment of veteran Commission attorney Roger Holberg to the position of Legal Advisor to the Chief, Policy and Rules Division. A graduate of the University of Michigan and the Wayne State University School of Law, Mr. Holberg joined the Commission in 1976 where, over the subsequent twenty-one years, he has worked in a number of positions. Beginning his employment with the Commission, Mr. Holberg was a trial attorney in the Legal, Advisory and Enforcement Division of what was then known as the Safety and Special Radio Services Bureau. In early 1979, he moved to the Renewals Branch of the Broadcast (now Mass Media) Bureau. At that time, be began his involvement as lead attorney on the Commission's landmark radio deregulation proceeding. As a result of his responsibilities on that proceeding, he transferred to the Bureau's Policy and Rules Division where he continued to work on the radio deregulation proceeding and a number of other proceedings including the newspaper/broadcast cross-ownership, post-card renewal, and regulatory underbrush proceedings. Following that, Mr. Holberg worked for three years on telecommunications legislation and broadcast policy in the Commission's Office of General Counsel. From 1986 through 1993, he was a supervisory attorney in the Mass Media Bureau's Complaints and Investigations Branch. There he was actively involved in the Commission's enforcement efforts with regard to unauthorized transfers of control, the broadcast of lottery information and indecent material, and the then-emerging issue of Local Marketing Agreements. In late 1993, Mr. Holberg returned to the Mass Media Bureau's Policy and Rules Division where he has served as one of the lead attorneys in the Commission's digital television proceedings and in several broadcast ownership proceedings including, once again, its newspaper/broadcast cross-ownership proceeding. Mr. Holberg resides in Kensington, Maryland, where he lives with his wife, Corinne, and their son, Ross. He is a member of the State Bar of Michigan and the Supreme Court Bar. ##
