The Commission has before it an application for review filed August 27, 1996 by Thomas Simon ("Simon"). Simon requests review of a July 26, 1996 ruling by the Chief, Audio Services Division, Mass Media Bureau ("staff decision") denying Simon's informal objection and granting the application of Capital Communications PS for renewal of the license of Station WMCZ(FM), Millbrook, Alabama. 2. The staff properly decided the matters raised below, and we uphold the staff decision for the reasons stated therein. There is no reason to disturb it. 3.
