NEWS July 10, 1997 COMMISSIONER QUELLO NAMES PAUL GALLANT AS LEGAL ADVISOR Paul Gallant has been appointed to serve as Legal Advisor to Commissioner James H. Quello, on a detail basis, replacing James Coltharp, Special Counsel to Commissioner Quello. Gallant will be responsible for common carrier matters and telecommunications policy issues. Gallant joined the Commission in October 1993 as an attorney-advisor in the Cable Services Bureau where he helped implement the Cable Act of 1992. In June 1994, he joined the FCC's Competition Division in the Office of General Counsel, where he participated in a number of Commission proceedings aimed at promoting competition in the cable television and local exchange markets. In October 1995, he moved to the Common Carrier Bureau's Policy and Program Planning Division, where he helped draft the report and order implementing the local competition provisions of the Telecommunications Act of 1996. From January through May of this year, Gallant served as Legal Counsel to the Chief of the Common Carrier Bureau. He graduated from Georgetown University in 1988 with a Bachelor of Arts degree in Political Science. Following graduation, he served on the personal staff of U.S. Senator Claiborne Pell. Gallant received his law degree from Catholic University School of Law in 1993. - FCC -
