Montero to head its Office of Communications Business Opportunities (OCBO). OCBO works to promote opportunities for ownership and employment in the communications industry. The Office works with entrepreneurs, industry, public interest organizations, and individuals to provide information about policies to promote ownership and employment opportunities in the communications industry, and to encourage participation in FCC proceedings. Chairman Kennard said, "I am delighted that Frank will be heading the OCBO. His long time commitment to ensuring that all Americans are afforded the benefits of the Information Age ensures that he will be an excellent advocate in his new position. I feel very fortunate that he has decided to enter public service." Montero is currently a partner in the Washington, DC, law firm of Fisher Wayland Cooper Leader and Zaragoza, where he practices telecommunications law. He has worked extensively with major Hispanic and Spanish language broadcasting groups in the United States, including Puerto Rico, and in Latin America. He helped form the American Hispanic Owned Radio Association and he has also represented the Hispanic Radio Association and the Puerto Rico Broadcasters Association. Montero serves as Co-Chair of the Federal Communications Bar Association's Transactional Practice Committee and is a past member of the Board of Directors of the Minority Media and Telecommunications Council. He writes a regular column on finance and business titled, "The Bottom Line" for Radio World and his writings have been featured in Tuned In Magazine and Radio & Musica Magazine. He has assisted the Department of Commerce compile its annual analysis of Hispanic broadcasters and he is a recipient of the Puerto Rico Broadcasters award for "Service to the Puerto Rican Radio Industry." Montero received his B.A. degree with Honors in 1982 from the University of Michigan and his J.D. in 1986 from the George Washington University Law School, where he served on the George Washington Law Review. - FCC -
