On June 11, the North American Numbering Council forwarded its recommendation to the Chief, Common Carrier Bureau, in response to the Commission's directive In The Matter of Local Number Portability in which the Commission, in order to evaluate whether the public interest would be served by mandating 500 or 900 number portability for all carriers, seeks to determine whether number portability for the entire 500 and 900 number resource is technically feasible and how long it would take to develop and deploy the necessary network infrastructure to enable this functionality. Common Carrier Bureau Seeks Comment on the Public Service Commission of Wisconsin's Petition for Delegation of Additional Authority to Implement Number Conservation Measures
On September 28, 1998, the FCC released an order in the matter of a Petition for Declaratory Ruling and Request for Expedited Action on the July 15, 1997, Order of the Pennsylvania Public Utility Commission Regarding area Codes 412, 610, 215, and 717 and Implementation of the Local Competition Provisions of the Telecommunications Act of 1996. The Pennsylvania Numbering Order delegated additional authority to state public utility commissions to order NXX code rationing in jeopardy situations and encouraged state commissions to seek further limited delegations of authority to implement other innovative number conservation methods. On August 9, a Report of CTIA, APCO, NENA, and NASNA was filed in response to a PN released June 9 which requested a report from the parties to an initial Consensus Agreement that the Commission relied on in establishing requirements for wireless Enhanced 911 services.
