AUTOMATED SUBMISSION OF REGULATORY FEE
PAYMENT DATA USING FCC SOFTWARE


The FCC is once again providing a software program for payers of 50 or more individual regulatory fees. It can be used in place of submitting the detailed data.

The software is available to any FCC client paying for multiple regulatory fees. A minimum of 50 payments is required. Users of this software must file a 3.5" data diskette containing the exported data file with their fee payment and a "Fee Remittance Advice" (FCC Form 159) which is now a part of the software program. The data diskette, completed Form 159, and your remittance should be mailed to:

The data diskettes are not acceptable unless accompanied by a completed FCC Form 159. The new software program is designed to complete most of the fields for you. However, you must complete Sections E to certify the accuracy of the data, and Section F if you are paying by credit card.

This year's software is compatible with last year's software, and can be run under Windows 3 or Windows 95. The MAC version is no longer acceptable. Use of earlier software versions may result in incorrect payment of fees due to changes in the FCC Regulatory Fee Schedule. This new software program contains the new Regulatory Fee schedule and includes instructions on how to replace the older table. The new software permits:

  1. The use of last year's data file, entered with earlier FCC software versions, as a starting point. Last year's data may be modified, and, when necessary, amended;

  2. The creation of a new data base file for payers who have not used prior versions of FCC software; and

  3. The ability to maintain data for more than one payer. This applies to companies/organizations that would otherwise submit individual FCC Form 159s and individual payment instruments on behalf of more than one FCC client. The software will prepare and produce separate files and payment data for each payer.

    The FCC Fee Filer software is available from two sources:

  1. From the FCC's Internet site:

  1. Enter the http://www.fcc.gov address and hit return. The FCC Home Page displays.
  2. Click on the Fees link. The FCC Fees Page displays.
  3. Click on the Software link. The Public Notice displays.
  4. Click on the Download Fee Filer Software link. A directory of files displays.
  5. Click on:
    1. Feewin31.zip for Windows; or
    2. Feewin95.zip for Windows 95
  6. Click on Save to Disk on the window that displays. This will allow you to download the file to your local disk for access and use.

The contractor will, for a fee, furnish diskette copies of the software in Zip format which includes instructions for installing and using the software. The contractor offers a variety of shipment and payment choices.

A telephone HELP LINE is available and is staffed 9:00 AM to 5:00 PM (EST), at (202) 418-0554, on business days. Assistance is offered in downloading, installing and operating the software. This HELP LINE service will end at 5:00 PM on September 30, 1998.
