Thomas J. Sugrue Named Chief of the Wireless Telecommunications Bureau
"Tom's experience at NTIA, the FCC, and in private practice make him uniquely suited to manage the agency's dynamic wireless agenda," said Chairman William E. Kennard. "Tom is widely respected for his leadership, knowledge, and fairness. He will be a strong and effective Bureau Chief, and I'm pleased to welcome him back to the Commission."
Since 1995, Mr. Sugrue has been a partner in the law firm of Halprin, Temple, Goodman & Sugrue, where he has specialized in communications matters.
Mr. Sugrue previously served for six years as Deputy Assistant Secretary of Commerce at the National Telecommunications and Information Administration, Department of Commerce. In that role, Mr. Sugrue advised the NTIA Administrator, Secretary of Commerce, and the White House on communications policy issues, including telecommunications competition and spectrum management; represented the U.S. government in various international fora; and supervised management of the federal government's use of the radio spectrum. He also twice served as Acting Administrator of NTIA. While at NTIA in 1991, he was awarded the Meritorious Executive Award by President Bush for exceptional performance in federal service.
Before joining the Department of Commerce, Mr. Sugrue served for four years as Chief of the Policy and Program Planning Division of the FCC's Common Carrier Bureau. Prior to that, Mr. Sugrue served as Special Counsel for Competitive Policies in the Bureau, where he worked on projects associated with the AT&T divestiture.
Mr. Sugrue has also worked as an attorney for Wilmer, Cutler & Pickering; Special Assistant to the Director of the Office of Policy Planning at the Federal Trade Commission; and Law Clerk to Justice Paul Reardon in the Supreme Court of Massachusetts.
Mr. Sugrue earned a J.D., magna cum laude, from Harvard Law School; a Masters in Public Policy from Harvard University; and a B.S. in physics, magna cum laude, from Boston College.
Mr. Sugrue lives in Alexandria, VA, and is married with two daughters.
