Since 1997 Wiener has served both as Chief of the Division's Legal Branch and as an Attorney-Advisor for the Division. Prior to joining the FCC Wiener was Of Counsel at Harkins Cunningham. She has also worked for Consolidated Rail Corporation and Shearman & Sterling. Wiener holds a J.D. from New York University and a B.A. from Yale University. Gary Michaels Named Chief, Legal Branch Gary Michaels has been named Chief of the Division's Legal Branch. Since 1998 Michaels has served both as Deputy Chief of the Legal Branch and as an Attorney-Advisor for the Division. Prior to joining the FCC he was an Attorney at the law firm of Krivit & Krivit. He also worked for the law firms of Ballard, Spahr, Andrews & Ingersoll and Troy, Malin & Pottinger. Michaels holds a J.D. from the George Washington University National Law Center and a B.A. from the University of Pennsylvania. Leora Hochstein Named Deputy Chief, Legal Branch Leora Hochstein has been named a Deputy Chief of the Division's Legal Branch. Since September 1998 Hochstein has served as an Attorney in the Division. Prior to that Hochstein served as an Attorney in the FCC's Cable services Bureau. She holds a J.D. from the University of Pennsylvania Law School and a B.A. from Franklin and Marshall College. Kathy Garland to be Named Chief, Operations Branch Kathryn Garland will be named Chief of the Division's Operations Branch. Garland began her career at the FCC in February 1977 at the Private Radio Bureau's Licensing Division in Gettysburg, PA. She has held various positions over the years, including Chief of the Consumer Assistance Branch and Deputy Chief of the Auctions Operations Branch. - FCC -
