NEWS October 26, 1994 STAFF ADOPTS ORDER AND RELEASES LETTERS CLARIFYING ISSUES ON BROADBAND PCS AUCTIONS The Commission's staff issued an order in PP Docket No. 93-253 and released three letters clarifying issues with regard to the Broadband PCS auctions, which commence Dec. 5. Numerous questions were raised about the level of detail required on the short forms, which are due this Friday for the December MTA auction. In addition, several companies had raised questions with respect to discussions between bidders during the auctions. Attached herewith are copies of the three letters released today. The letters from the Commission's staff clarified the following: - the filing of multiple applications by an individual applicant who may also be applying to bid as part of a consortium - the restrictions on changes of control after short-form filing - the limits (after short-form filing) on conversations between parties who have applied for the same licenses - the restrictions on who may enter the bidding booth during on-site bidding The Order in PP Docket No. 93-253 clarified the following: - the level of detail about partnership agreements that must be submitted with the short forms - the requirements for listing on the short form outside ownership interests of attributable investors - FCC - Attachments: 3 letters
